This is a disciplinary proceeding against Judge Leon L. Emanuel, III, First Judicial District Court, Parish of Caddo. The Judiciary Commission of Louisiana (the "Commission") conducted a hearing, issued findings of fact and conclusions of law, and recommended public censure for violations of Canons 1, 2, 3A(7), and 3B(1) of the Code of Judicial Conduct and La. Const. art. V, Â§ 25(C). After reviewing the record before us, we conclude that the charges are supported by clear and convincing b evidence, and that public censure is warranted.
